Barbara Core Honored with Clerk of the Year Award

Charleston, W.Va. – Former Marion County Circuit Clerk Barbara A. Core was named Court Clerk of the Year by the West Virginia Association for Justice. The award was presented to Core on Friday, June 5 in conjunction with the association’s annual convention in Charleston. It was presented by Fairmont attorney Timothy J. Manchin, who is a past president of WVAJ.
Core received the award in recognition of her work on the new electronic filing system being implemented by West Virginia courts statewide. She was selected by On-Line Information Services (OLIS) from Mobile, Alabama to be the consultant for West Virginia’s e-filing project, coordinating services between Software Systems of Morgantown, the West Virginia Supreme Court, circuit clerks’ offices and staff, attorneys and judges.
“For more than 20 years, Barbara Core has been West Virginia’s leader in modernizing our circuit court system. Immediately after taking office, she had special software created and made the Marion County Circuit Clerk’s office the first in the state to use computers for day-to-day operations. That software was later adopted by 12 other West Virginia counties and is the basis for our new statewide electronic filing system,” said Manchin.
“Because of Barbara’s hard work, our court system is more efficient and everyone involved in our courts—lawyers, judges, clerks, staff and our clients—have immediate access to the information we need. It has saved those who work in the courts time and will speed up the judicial process. Equally important is that it will also save money in every county since they will no longer have to store thousands of boxes of court files.”
“I am very honored to be recognized, but this was truly a group effort,” said Core. “I could not have done it with the Marion County Circuit Clerk’s staff and the assistance they have provided over the years. It also could not have been done without Michael Manley and his staff at Software Systems in Morgantown and many others statewide. I share this award with all of them.”
Core was nominated for the award by Jane E. Peak, an attorney with the Morgantown firm of Allan N. Karlin and Associates.
Barbara Core served as Circuit Clerk of Marion County for 26 years before retiring in August 2013. She is a 1975 graduate of Fairmont State University. She has served on numerous committees for the West Virginia Supreme Court and served twice as president of the West Virginia Association of Counties.
